SCORECARD METHODOLOGY · /SCORING

How every file is scored.

The scorecard on page 1 of every full Factum Report is a pure presentation layer over the figures already in the file. No numbers are invented, and no measure carries a hidden weight.

The Factum Score (unweighted average)

The overall Factum Score (0–100) is the simple, unweighted arithmetic mean of the metric tiles that have data in the file:

Factum Score = Round( Sum of active tile scores ÷ N active measures ) · shown as “based on N of 6 measures”

When a client has not entered a builder quote, Quote check is unpopulated and the Factum Score averages the remaining 5 measures (based on 5 of 6 measures). Entering a quote immediately includes the 6th measure (based on 6 of 6 measures).

Grade bands, colours, and icons

Both the Factum Score ring and every individual metric tile follow the same grade bands and colour rules:

The six measures

01

Source confidence

Share of dollar value labelled Public record or Declared.
Formula: Round(100 × (Dollar value of cost figures labelled Public record or Declared ÷ Total cost))

Every figure in a Factum Report carries one of four labels: Public record, Declared on the permit, Modeled, or Not settled. Source confidence sums the dollar value of project cost lines backed directly by a dated public record or permit declaration and divides by the total project cost. In a public bid determination, this equals the share of submitted bid dollars matched against comparable public-record bid tabulations.

02

Conditions settled

Answered conditions divided by total conditions checked.
Formula: Round(100 × (Conditions answered by public record ÷ Total conditions checked))

Every file is screened against the 1,120–1,200 condition register covering parcel flood hazard, expansive soil, climate normals, zoning, municipal fee schedules, utilities, and code adoption. Conditions settled reports the exact percentage of applicable checks answered directly by public records (for example, 239 of 1,160 = 21%) versus checks that require a site walk, geotechnical boring, or plan review.

03

On-time likelihood

The 0–100 diagnostic schedule score and band (High / Moderate / Low).
Formula: Clamp(22, 89, Base score by project type [68–78] − min(36, 2.5 × Flagged conditions) + Duration spread adjustment [−8 to +4])

Starts from the baseline complexity for the project type, deducts 2.5 points for each flagged condition in the register (up to 36 points), and adjusts by −8 to +4 points when municipal permit applied-to-finaled duration records show wide or tight p90-to-median dispersion. Diagnostic indicator only — never a schedule guarantee.

04

Site risk

Flagged conditions in the register, scored inversely (0 flags = 100).
Formula: Max(0, 100 − (5 × Flagged conditions))

Counts the conditions flagged as active cost or schedule risks for the parcel and scope (such as high shrink-swell clay, flood zone requirements, occupancy conversion upgrades, or utility extensions). Zero flags scores 100; each flagged condition deducts 5 points.

05

Price pressure

Material and labour price change over the last 12 months from BLS PPI, scored inversely.
Formula: Max(0, Min(100, Round(100 − (6 × Max(0, 12-month BLS PPI change %)))))

Reads the trailing 12-month percentage change in the Bureau of Labor Statistics Producer Price Index for construction materials (series WPU07). Flat or falling prices (0% or below) score 100; each 1% of annual price inflation deducts 6 points.

06

Quote check

Where an entered builder quote sits against the public-record range (or 'Add your quote to score it').
Formula: Inside range at or below Mid = 85–100 (Green ✓) · Above Mid to High = 55–69 (Amber !) · Above High = 10–52 (Oxblood ✕)

Included only when the client enters a quote (or submits a bid schedule). When no quote is entered, the tile displays 'Add your quote to score it' and is excluded from the Factum Score average so the file is scored on the 5 measures present.

Comparable permit rank (thermometer bar)

Under the Factum Score ring, the report prints where the project's cost per square foot sits within the comparable permit distribution recorded in the file (“Cost per sf sits at the Xth percentile of N comparable permits”). The percentile is interpolated linearly against the 10th percentile (p10), median (p50), and 90th percentile (p90) declared permit valuations in Section 08. When a file has no comparable permit set on record, the line states Not settled rather than estimating a rank.
